It is a good practice to specify the ID of the error message, when you need help troubleshooting a problem. Most likely in your case it is FF709- it is very common even outside of AR localization.
Did you try to search the forum with "FF709" as a criteria or even with "Error in account determination: table T030K"? Was none of the results helpful? What investigation have you done to troubleshoot it?
Can't you ask for assistance the external company you paid to implement the note?
Do you have an in-house SD/FI consultant, who has experience in AR localization?
Complying with legal regulations is too important and Argentina localization is not so easy to set up. Trying to save money on support/implementation for localization/tax and not get knowledgeable people to do that, is a very expensive mistake.

For 1788819 there is a side effect - note 2007849. Did they implement this one as well?
